Multi-Parish Operation Targets Illegal ATV Stunt Riders in New Orleans

In February 2024, the Louisiana State Police - Troop NOLA was alerted to a growing public safety issue involving the use of off-road vehicles, specifically All-Terrain Vehicles (ATVs), on the highways and roadways of New Orleans. Individuals engaged in these criminal activities demonstrated a blatant disregard for the safety of others, consistently violating multiple statutes, and creating an atmosphere of lawlessness.

These activities were often linked to other crimes throughout the city. In response to this threat, Troop NOLA Troopers were assigned the crucial task of suppressing these criminal acts to enhance public safety and the quality of life for the residents of New Orleans.

Troopers thoroughly investigated the ongoing ATV activity and uncovered videos posted on YouTube titled "SUNDAY FUNDAY IN NEW ORLEANS #BIKELIFE." Upon reviewing these videos, Troopers observed ATV riders blatantly violating numerous laws and demonstrating a blatant disregard for public safety.

Through investigative efforts, Troopers determined that the crimes were committed in May of 2023 within the City of New Orleans. The video footage identified three primary suspects: 27-year-old Ken J. Tureaud Jr. of Convent, 21-year-old Marjoe S. Holmes Jr. of Zachary, and 22-year-old Luke J. Campo of Saint Bernard.

Following the identification of the suspects, Troopers were able to secure arrest warrants for all subject and search warrants for residences in three separate Parishes: St. Bernard Parish, St. James Parish, and East Baton Rouge Parish. The warrants were executed on May 20, 2024. During the search, detectives discovered significant evidence linking the suspects to the criminal activities. The investigation resulted in the arrest of Tureaud Jr. and Holmes Jr. who were booked accordingly on the following charges:

·       Tureaud Jr.

o   Aggravated obstruction of a highway of commerce (12 Counts)

o   Criminal conspiracy (12 Counts)

o   Reckless operation of an off-road vehicle (12 Counts)

o   Unlawful posting of criminal activity for notoriety and publicity (12 Counts)

·       Holmes Jr.

o   Aggravated obstruction of a highway of commerce (4 Counts)

o   Criminal conspiracy (4 Counts)

o   Reckless operation of an off-road vehicle (4 Counts)

An arrest warrant has been obtained for Campo for the following charges: Aggravated obstruction of a highway of commerce (7 Counts), Criminal conspiracy (7 Counts), and Reckless operation of an off-road vehicle (7 Counts). These cases remain under investigation.

The successful operation was the result of collaboration between multiple Louisiana State Police divisions, including Troop Nola, the Fugitive Apprehension Unit (FAU), and the Bureau of Investigation (BOI) from Region 1's Baton Rouge and New Orleans field offices, as well as the U.S. Marshal’s Service.

This case remains under investigation as investigators work to identify other potentially involved suspects. Additional charges on these individuals as well as additional arrests are possible.
