The investigation of the alleged crimes began August 2007 and resulted with the arrest of Gregory L. Mumphrey. This is a common practice known as “jumping in” a crash. The additional occupant later identified as Mr. Mumphrey, allowed the officer to complete the crash report with false information and went on to obtain an attorney to file an injury claim with an insurance company.
