866 2008-02-03 Troop A Pair Arrested for Conspiracy to Commit Access Device Fraud


FOR IMMEDIATE RELEASE


At 8:02 AM, on Sunday, February 03, 2008, Louisiana State Police, Troop A troopers initiated a traffic stop that resulted in the arrest of two Illinois residents. The traffic stop occurred on Interstate 12 eastbound at milepost 21 (near the Livingston exit) in Livingston Parish.

Two troopers were on the shoulder of Interstate 12 conducting a traffic stop (with blue emergency lights flashing). While one trooper conducted the stop, the second trooper observed a 2001 Jeep Cherokee commit a traffic violation. The second trooper pulled behind the Jeep and signaled for the driver to pull over.

Once stopped, the trooper spoke with the driver and the passenger. The trooper became suspicious of the pair after they provided conflicting information and exhibited nervous behavior. A search of the vehicle led troopers to $26,116, two computers, and credit card access equipment. Troopers placed the pair under arrest and transported them to State Police, Troop A.

Upon arrival at the Troop, troopers contacted State Police Detectives along with the United States Secret Service (Secret Service). After State Police Detectives and the Secret Service interviewed the driver, Erica Bulbucan (W/F/Age 23), and the passenger Erik Ikanovic (W/M/Age 28), both of Des Plaines, IL, they were booked into the West Baton Rouge Parish Detention Center for Failing to Yield to Emergency Vehicle and Conspiracy to Commit Access Device Fraud (18 U.S.C. 1029 (A) (1)).
