TROOP L - NEWS RELEASE June 15, 2012 Two Pedestrians Struck and Killed on Interstate 12 North Shore – Louisiana State Police Troop L investigated a fatal crash this morning that resulted in the death of two pedestrians. The crash occurred on I-12 eastbound, east of LA 434, shortly before 3:30 am in St. Tammany Parish. Troopers’ preliminary investigation revealed that a 2004 Nissan Altima, being driven by Tyler Bier (W/M, age 29) of Mandeville, was traveling east on I-12 in the right lane when it came upon two pedestrians attempting to cross the interstate. Bier veered left in an attempt to avoid impact with the pedestrians, but was unable to do so in time. Both pedestrians, Jeremy Tolden (B/M, age 22) of Slidell and Crystal Hall (W/F, age 22) of Mandeville, were pronounced deceased on the scene by the St. Tammany Parish Coroner’s Office. Alcohol use by the pedestrians is unknown, and Troopers have submitted blood samples to the Louisiana State Police Crime Lab for chemical analysis. Troopers did not suspect impairment to have been a factor on the part of Bier; however, he voluntarily submitted a breath sample that showed he had no detectable alcohol in his system. Bier and both of his passengers were properly restrained and uninjured in the crash. While nearly 70 percent of all pedestrian fatalities occur at night, Louisiana law prohibits pedestrians from walking upon any interstate highway regardless of lighting and road conditions. When a breakdown occurs on the Interstate, it is very important that pedestrians stay off the traveled portion of the roadway. Pedestrians walking along a non-interstate highway are required to utilize sidewalks where accessible or walk along the left shoulder as far away from the roadway as possible. Pedestrians should walk against the flow of traffic, wear light colored clothing, and stay out of the travel lanes at all times.
