LSP Bureau of Investigations Arrest Report

Troopers assigned to the Louisiana State Police Criminal Investigations Division Hammond Field Office arrested three individuals this past week as a result of separate criminal investigations. The CID-Hammond Field Office is located in Tangipahoa Parish and covers a four parish geographic area including St. Helena, St. Tammany, Tangipahoa, and Washington Parish.

On June 8th, 2011 and June 15th, 2011, troopers arrested Steven Belleau (W/M age 21) and Quan Scott (B/M age 30) both of Hammond, LA on charges of Theft and Monetary Instrument Abuse. The arrests stemmed from an investigation into a complaint made by the owner of Fleet Lease Resale in Slidell, LA alleging that his Central Progressive Bank checking account was missing several thousand dollars. Further investigation revealed that two stolen checks from the Slidell business had been cashed at the Winn Dixie in Hammond by Belleau and Scott in the amount of $995.00 each. Both men were booked without incident into the Tangipahoa Parish Jail. Troopers are continuing their investigation into the theft of the business checks.

On June 15th, 2011, troopers working in conjunction with the U.S. Marshals Gulf Coast Regional Fugitive Task Force arrested Guy Confer (W/M age 41) on charges of Failure to Register as a Sex Offender. The investigation began in April of 2011 when detectives received information that Confer, a registered sex offender from Wayne County, NY, had relocated to the greater New Orleans area. Further investigation revealed that Confer was currently residing in Slidell and had failed to notify St. Tammany Parish officials of his status as a sex offender. Confer was booked accordingly into the St. Tammany Parish Jail.
