Louisiana State Police/Cooperative Investigation Unit Makes Identity Theft Arrest

On Wednesday, November 12, 2008, Louisiana State Police Criminal Investigation Division and The Social Security Administration arrested Gerald E. Phelps on charges involving identity theft and filing false public records.

On November 3, 2008, Gerald E. Phelps, appeared at the Social Security Administration Office in Hammond, Louisiana. Once there he presented a birth certificate identifying himself as John C. Phelps. He submitted a fraudulent application for a replacement social security card. Through the investigation, it was revealed that John C. Phelps was certified as deceased in 1984, and was the brother of Gerald E. Phelps. It was further determined through identification methods that Gerald E. Phelps was the subject that submitted the false documentation. The investigation also revealed that Gerald Phelps had outstanding warrants from Harris County, Texas and Hammond Police Department.

On November 12, 2008, Louisiana State Police obtained warrants for the arrest of Gerald E. Phelps, in Tangipahoa Parish, charging him with Identity Theft and Filing False Public Records. Louisiana State Police worked in conjunction with the Social Security Administration, Hammond Police Department and the Livingston Parish Sheriff’s Office, to arrest Gerald E. Phelps without incident.
