8477 2008-05-01 Troop L Barricaded Suspect Gives Up to Louisiana State Police SWAT

On Thursday, May 1, 2008 at 10:48 AM, Louisiana State Troopers were working patrols on LA 434 at the intersection of US 190 in Lacombe. A State Police Trooper observed a vehicle traveling towards him and the driver was not wearing his seat belt. The trooper stopped the 1999 Crown Victoria and asked the subject why he was not wearing his seat belt. The driver, Donnie R. Brabham (W/M/Age 57) of Lacombe, LA, became very nervous and evasive. As the trooper continued to get closer to the violators vehicle, he observed a bag in the center of the front seat that had a red liquid substance coming from the bag, which at this point heightened the trooper’s suspicion that there might be some criminal activity going on. The driver became extremely nervous and began rolling up the driver’s window. Donnie R. Brabham placed his vehicle in drive and fled from the trooper at a high rate of speed. The Troopers proceeded behind the vehicle to make a traffic stop at which time they activated the lights and siren of the marked State Police unit. The suspect vehicle then refused to stop and continued at a high rate of speed ignoring the Trooper’s lights and siren. Upon reaching North Pontchartrain Drive the suspect made a right turn and traveled north on Pontchartrain and pulled into a private residence. The suspect exited his vehicle and ran into the residence. As troopers approached the residence, two male subjects exited the house and were headed towards the troopers. The two subjects were secured and were later released. During this time Donnie R. Brabham had barricaded himself in the residence and refused to exit. Troopers later learned that Donnie Brabham had weapons inside the residence and could be armed.

The Louisiana State Police SWAT team and the Louisiana State Police Negotiators were called to the residence of the barricaded suspect. The St. Tammany Parish Sheriff’s Office and the St. Tammany Parish SWAT team were also advised and were enroute to the residence. The Louisiana State Police Negotiators were talking to Donnie Brabham for several hours, while State Police SWAT held a perimeter on the residence. At 5:07 PM, Louisiana State Police SWAT team members entered the residence and apprehended Donnie Brabham without incident. Donnie Brabham was charged with No Seat Belt (R.S. 32:295.1), Resisting Arrest (R.S. 14:108) and Aggravated Flight from an Officer (R.S. 14:108.1c).

Donnie Brabham was turned over to the St. Tammany Parish Coroner’s Office for evaluation.
