Edmonson, Superintendent TROOP L- NEWS RELEASE For Immediate Release July 31, 2009 Tractor Driver Killed in Crash on LA 38 in St. Helena Parish Today, just before 9:00 AM this morning, Louisiana State Police Troop L investigated a two-vehicle fatal crash on LA 38, at milepost 11.9 in St. Helena Parish. At 8:45 AM, a John Deere riding lawn mower, driven by David Welch (W/M/age 84) of Baton Rouge, LA, was attempting to travel across LA 38. A 2005 Dodge Ram pickup, driven by Elmus Welch (W/M/age 66) of Kentwood, LA, was traveling westbound on LA 38. The John Deere entered onto the westbound lane, directly in the path of the Dodge pickup. The Dodge pickup impacted the right side of the John Deere and the David Welch was ejected from the lawn mower. The driver of the John Deere lawn mower, David Welch, of Baton Rouge, LA, was pronounced dead at the scene by Dr. Varnado of the St. Helena Coroner’s Office, due to injuries sustained in the crash. Alcohol use is not suspected for Welch; blood was obtained and will be submitted for analysis. The driver of the Dodge Ram pickup, Elmus Welch, of Kentwood, LA, was not injured in the crash. Elmus Welch submitted to a chemical test, which indicated .000g% BAC. The driver was wearing his seat belt at the time of the crash.
