Driver Killed in Single Vehicle Crash on LA 21

Bush – On Friday July 26, 2019 at 4:45 AM, Troopers from Louisiana State Police Troop L responded to a single vehicle fatal crash on LA 21 near Lavinghouse Rd. in St. Tammany Parish. The crash has claimed the life of 42-year-old Lionel Harris Jr. of Des Allemands.

The initial investigation led Troopers to determine that Harris was driving a stolen 2014 Ford Fusion northbound on LA 21 at a high rate of speed. Harris failed to negotiate a right-hand curve, causing the vehicle exit the left side of the roadway. After exiting the roadway, the vehicle crashed into a ditch embankment. Harris sustained fatal injuries in the crash. Due to the extent of damage sustained in the crash, seatbelt use is unknown. Impairment is suspected to have been a contributing factor. As part of the ongoing investigation, blood samples were collected for analysis. The front seat passenger, 44-year-old Tammy R. Cowart of Saucier, MS, was properly restrained at the time of the crash. She sustained moderate injury and was transported to an area hospital. Troopers obtained an arrest warrant on Cowart for Illegal Possession of Stolen Things. She will be booked into the St. Tammany Parish Jail pending her release. This crash remains under investigation, and additional charges may be pending. There is no further information available at this time.

Louisiana State Troopers would like to take this opportunity to remind motorists to always make good decisions while operating motor vehicles. Never drive while impaired, fatigued, or distracted, always ensure every occupant is properly restrained, and follow all traffic laws. Taking simple precautions such as these can often mean the difference between life and death.
