Pedestrian Killed on US 190

Mandeville- On Saturday January 5, 2019 at approximately 5:40 PM, Troopers from Louisiana State Police Troop L responded to a fatal pedestrian crash on US 190 at the Bayou Castine Bridge in St. Tammany Parish. The crash has claimed the life of an unidentified pedestrian.

The initial investigation led Troopers to determine that the crash occurred as a pedestrian, who was wearing dark clothing, was walking in the eastbound lane of US 190 on the Bayou Castine Bridge. The bridge has high concrete guardrails and no shoulders. The pedestrian was struck by a 2005 Kia Amanti, driven by 37-year-old Melvin Ruiz of Mandeville. Following the collision, the pedestrian landed in the center of the eastbound lane and was struck by a 2011 BMW 528, which had been traveling directly behind the Kia Amanti. The BMW was driven by 17-year-old Emily Anne Jeanfreau of Mandeville. The pedestrian was transported to Lakeview Regional Medical Center by St. Tammany Fire District 4. The pedestrian was pronounced deceased shortly after arriving at the hospital.

Witness statements obtained by investigating Troopers stated that the pedestrian was staggering and was in the roadway when struck by the Kia Amanti. Both drivers and their passengers were properly restrained and were uninjured. Both drivers submitted breath samples, which showed no amount of alcohol present. The St. Tammany Parish Coroner's Office will attempt to identify the pedestrian. As part of the ongoing investigation, a toxicological analysis will be performed.
