Pedestrian Dies in Crash on US 11

Pearl River – On Monday, April 6, 2020 shortly after 12:00 AM, Troopers from Louisiana State Police Troop L responded to a fatality crash involving a pedestrian on US 11 at North Second Avenue in St. Tammany Parish. The crash has claimed the life of 29-year-old Michael A. Rogers of Brownsville, TX.

The initial investigation led Troopers to determine that the crash occurred as a Toyota Tundra, driven by 54-year-old Teddy E. Torrance of Slidell, was traveling north on US 11. At the same time, Rogers ran into the northbound travel lane and was struck by the Tundra. Rogers sustained fatal injuries and was pronounced deceased on the crash scene. Torrance was wearing a seat belt at the time of the crash and was uninjured.

Torrance submitted to a breath sample that detected the presence of alcohol, but was not over the legal limit. As part of the ongoing investigation, blood samples were collected from Torrance and Rogers. Torrance was issued a summons for L.R.S. 14:98.8 (Operating a vehicle while under suspension for certain prior offenses). Any other criminal charges will be forwarded to the St. Tammany Parish District Attorney’s Office. The investigation is ongoing and no additional information is available at this time.

Troopers urge pedestrians to maintain an unimpaired, heightened level of awareness while walking near the road. Simple precautions such as wearing reflective materials, avoiding distractions, and walking a safe distance from travel lanes could prevent most pedestrian related crashes.
