| TROOP A NEWS RELEASE August 31, 2016 Unrestrained 16 Year Old Dies in Two Vehicle Crash in Pointe Coupee Parish New Roads, LA – Shortly before 4:00 pm on August 31, 2016, Troopers from Louisiana State Police Troop A began investigating a two vehicle fatality crash at the intersection of LA 10 and LA 420 in Pointe Coupee Parish. The crash took the life of 16 year old Shafteanna Williams of New Roads, LA. The initial investigation by State Police revealed that the crash occurred as 23 year old Kelsey Moore of New Roads, LA was traveling northbound on LA 420 in a 1999 Buick LeSabre. At the same time, 71 year old Robert Smith of St. Francisville, LA was traveling westbound on LA 10 in a 2008 Ford E350 transit van. As both vehicles approached the intersection, Moore’s traffic signal was red and Smith’s traffic signal was green. Moore failed to stop for the red traffic signal and collided with Smith’s vehicle in the intersection. Williams was the front seat passenger in Moore’s vehicle and she was unrestrained at the time of the crash. Williams sustained fatal injuries as a result of the crash and was pronounced deceased at the scene by the Pointe Coupee Parish Coroner’s Office. Moore also had five juvenile passenger in the rear seat of her vehicle ranging from 1 to 6 years old. The juveniles were unrestrained and sustained minor to moderate injuries. Moore was also unrestrained and sustained moderate injuries in the crash. Smith and his passenger were properly restrained and sustained minor injuries. Impairment is not suspected to be a factor in this crash but a toxicology sample will be taken from both driver’s for analysis. Upon release from the hospital, Moore will be charged with Negligent Homicide, Reckless Operation, Failure to Stop for a Red Signal, Negligent Injuring, No Driver’s License, and multiple counts of Child Restraint and Seat Belt violations. Louisiana State Troopers wish to remind motorists that all occupants of a motor vehicle must be restrained, regardless of age or seating position. While not all crashes are survivable, statistics show that the chances of surviving a crash rise significantly when properly restrained. It is important that caregivers ensure children are properly restrained in an appropriate child safety seat, booster seat, or seat belt anytime they are traveling in a vehicle. Making good choices while in motor vehicles such as never driving while impaired, always ensuring every occupant is properly restrained, and avoiding all distractions can often mean the difference between life and death.
