TROOP L - NEWS RELEASE September 24, 2016 Troopers Suspect Impairment in Fatal Washington Parish Crash Washington Parish- Shortly after 8:10 PM on Friday September 23, 2016, Troopers from Louisiana State Police Troop L responded to a single vehicle fatal crash on LA 436 approximately ½ mile north of LA 21 in Washington Parish. The crash claimed the life of 49 year-old Lance Anthony Vonhallenbeck of Covington. Investigating Troopers determined that the crash occurred as 54 year-old Lark W. Starnes of Abita Springs was driving a 2006 Ford F-150 northbound on LA 436 at a high rate of speed. Starnes’ vehicle traveled off the right side of the roadway. After exiting the roadway, the vehicle crashed into a utility pole and a tree. Starnes and his passenger, Lance Anthony Vonhallenbeck, were both unrestrained at the time of the crash. Vonhallenbeck sustained severe injuries in the crash and was pronounced deceased on-scene by the Washington Parish Coroner’s Office. Starnes suffered moderate injuries and was transported to North Oaks Heath Systems. Troopers suspect impairment to have been a factor in the crash. Blood samples were obtained and will be sent to the Louisiana State Police Crime Lab for analysis. The crash remains under investigation and charges are pending Starnes’ release from North Oaks Hospital. Impairment and lack of seatbelt use continue to be major factors in life changing crashes. These preventable incidents have devastating consequences on the communities where they take place. Please, speak to your loved ones about the importance of safe decisions behind the wheel. Troopers implore Louisiana motorists to always wear their seatbelts, never drive impaired, and avoid distractions while driving.
