TROOP L - NEWS RELEASE August 31, 2016 Troopers Investigate Fatal Pedestrian Crash in Tangipahoa Parish Ponchatoula, LA- Shortly after 6:00 AM on Wednesday August 31, 2016, Troopers from Louisiana State Police Troop L responded to a fatal pedestrian crash on the Interstate 55 East Service Rd. north of LA 22 in Ponchatoula. The crash claimed the life of 29 year-old Holden resident, Kyle Alan Russell. The initial investigation led Troopers to determine that Russell was walking in the northbound lane of the Interstate 55 East Service Rd. As Russell was walking, he was struck by a 2005 Mercury Mountaineer operated by 28 year-old Ponchatoula resident Owen Alberto Quiroz-Apodaca. Mr. Russell was severely injured in the crash and was pronounced deceased on-scene by the Tangipahoa Parish Coroner’s Office. Mr. Quiroz-Apodaca voluntarily submitted to a breath test, which showed no amounts of alcohol present. Troopers obtained blood samples from Mr. Russell. The samples will be sent to the Louisiana State Police Crime Lab for analysis. The crash investigation is on-going. Troopers recommend that pedestrians wear light-colored or reflective clothing and always avoid walking on the roadway in dark areas. Pedestrians must assume that approaching motorists cannot see them, especially at night. Crossing roadways only in well-lit, designated areas and always walking facing traffic are simple ways to reduce your likelihood of being struck by a passing vehicle.
