| TROOP L –NEWS RELEASE July 29, 2016 Madisonville Resident Killed in Two-Vehicle Crash on LA 25 Folsom, LA- Shortly after 2:30 AM on Friday July 29, 2016, Troopers from Louisiana State Police Troop L investigated a two vehicle fatal crash, which occurred on LA 25 near the intersection of C. Gottie Rd. in Folsom. The crash claimed the life of 29 year-old Madisonville resident Lawrence Edward Lemoine Jr. At approximately 2:14 AM, An Officer with the Hammond Police Department initiated a traffic stop on a 1998 Chevrolet Silverado driven by Lemoine. The Officer initially stopped Lemoine based on his observation of Lemoine’s vehicle traveling the wrong way down a one-way street [Morris St near S. Oak St]. Lemoine initially complied with the traffic stop and pulled his vehicle into a parking lot. During the course of the stop, Lemoine ceased his compliance and fled the scene. Officers with the Hammond Police Department then initiated a vehicle pursuit and continued behind Lemoine as his vehicle continued eastbound on US 190 into St. Tammany Parish. As Lemoine entered St. Tammany Parish, the St Tammany Parish Sheriff’s Office and Troopers from Louisiana State Police assisted the Hammond Police Department in the pursuit. Lemoine continued northbound on LA 25 from US 190. While Lemoine was fleeing northbound on LA 25, his vehicle crossed into the southbound lane and crashed head-on into a 2007 Sterling Dump Truck. Lemoine was not restrained at the time of the crash. He was severely injured and was pronounced deceased on-scene by the St. Tammany Parish Coroner’s Office. The driver of the Dump Truck was wearing his seatbelt and sustained minor injuries in the crash. The driver of the dump truck voluntarily submitted to a breath sample, which showed no trace amounts of alcohol present. Impairment by Lemoine is unknown. Blood samples were obtained and will be submitted to the crime lab for chemical analysis. The crash remains under investigation.
