TROOP L - NEWS RELEASE May 6, 2017 Driver Arrested in Fatal Pedestrian Crash on US 190 in Mandeville St. Tammany Parish- Shortly before 3:00 AM on Saturday May 6, 2017, Troopers from Louisiana State Police Troop L were notified of a fatal pedestrian crash on US 190 near Fontainebleau State Park, east of Mandeville. The crash claimed the life of 34-year-old Slidell resident, Lucien Joseph Barbarin. The initial on scene investigation led Troopers to determine that Barbarin was lying across the westbound lane of US 190 when he was run over by a 2014 Ford F-250. The truck was driven by 49-year-old Paul William Olsen Jr. of Mandeville. Barbarin sustained fatal injuries in the crash. He was pronounced deceased on-scene by the St. Tammany Parish Coroner’s Office. Troopers suspect Barbarin was impaired at the time of the crash. Blood samples were obtained and will be analyzed by the Coroner’s Office. As part of the on-going fatal crash investigation, Troopers obtained a voluntary breath sample from Olsen. Olsen’s sample resulted in a blood alcohol concentration of .085 grams percent. Olsen was arrested and booked into the St. Tammany Parish Jail for First Offense DWI and Negligent Homicide of Lucien Joseph Barbarin. With impairment being considered as the primary contributing factor for both the driver and pedestrian in this crash, Troopers are again frustrated by the fact that these tragic consequences were preventable.
