TROOP L - NEWS RELEASE January 19, 2016 Slidell Resident Killed After Mechanical Failure on Interstate 10 Slidell, LA- Shortly after 7:30 PM on Tuesday, January 19, 2016, Troopers from Louisiana State Police Troop L were dispatched to a fatal crash on Interstate 10 at Gause Blvd. in Slidell. The crash claimed the life of 51-year-old Slidell resident Jay C. Ouder. The initial on-scene investigation led Troopers to determine that Ouder was driving a 2007 Jeep Wrangler eastbound on Interstate 10 on the down-slope of the Gause Blvd. overpass. On-scene evidence and witness statements indicated that Ouder’s left rear tire and wheel separated from his Jeep. The tire struck an eastbound vehicle and continued across the median into the westbound travel lanes. The tire then struck a second vehicle in the westbound lanes. After the mechanical failure, Ouder pulled his vehicle onto the right eastbound shoulder. He then exited his vehicle and crossed the eastbound lanes and center median in an apparent search for the tire and rim that had earlier separated from his Jeep. After searching for the tire, Ouder attempted to return to his vehicle on the right eastbound shoulder. As Ouder crossed back into the eastbound lanes, he was struck by a 2010 Mercedes-Benz 350 driven by 51-year-old Slidell resident Donald K. Kirkland. Ouder sustained severe injuries in the crash and was pronounced deceased on-scene by the St. Tammany Parish Coroner’s Office. Impairment is not presently suspected to have been a factor in this crash. As is customary in fatal crash investigations, blood samples were collected from Ouder and will be sent to the Louisiana State Police Crime Lab for analysis. Donald Kirkland provided Troopers with a voluntary breath sample that showed no trace amounts of alcohol. The crash remains under investigation.
