TROOP I NEWS RELEASE
November 28, 2015
Fatal Head-on Crash in St. Landry Parish

St. Landry Shortly before 8:00 pm on November 28, 2015, Troopers from Louisiana State Police Troop I began investigating a two vehicle fatal crash that occurred on LA Hwy 167 north of LA Hwy 103 in St. Landry Parish. The crash took the life of 87 year old Frederick Phillips and 84 year old Bonnie Phillips of Ville Platte.

The initial investigation by State Police revealed that the crash occurred as Frederick Phillips was driving a 2010 Ford Fusion northbound on LA Hwy 167 and began to pass a northbound vehicle. At the same time, 26 year old Elliot Leblanc of Breaux Bridge was driving a 2014 Ford F150 southbound on LA Hwy 167. Leblanc was unable to avoid the crash and the vehicles struck head-on.

Phillips was unrestrained at the time of the crash and suffered fatal injuries as a result. Bonnie Phillips a passenger, was wearing a seat belt, but suffered fatal injuries.

Leblanc was wearing a seat belt and suffered moderate injuries. He was transported to a local hospital for treatment.

Impairment is not suspected to be a factor in the crash. Toxicology samples were taken from both drivers and sent to the Louisiana State Police Crime Lab for analysis.

This crash remains under investigation.

Louisiana State Troopers wish to remind motorists of the importance of seat belt use. While not all crashes are survivable, statistics show that the chances of surviving a motor vehicle crash rise significantly when properly restrained. Louisiana law requires that every person in a vehicle, regardless of seating position, always remain buckled up.
