Louisiana State Police Make Multiple Arrests in Southeast Louisiana

On November 9, 2011, Troopers assigned to the High Intensity Drug Trafficking Area (HIDTA) task force and the US Postal Service intercepted a package containing nine (9) pounds of high grade hydroponic marijuana. The package was mailed from San Francisco, CA, destined for 302 Broadway Street in New Orleans, LA. A search warrant was executed at that residence and William Ysturiz’Doughetry (W/M, age 19) and Daniel L. Williams (W/M, age 19) both of CA and currently residing in New Orleans were arrested and booked into the Orleans Central Lock-Up on charges of Possession with Intent to Distribute a Controlled Dangerous Substance. The street value of this type of marijuana is approximately $4,000 - $6,000 a pound.

In addition to the above arrest, HIDTA arrested a Mobile, AL man, identified as Brandon Scott (B/M, age 32), for Possession with Intent to Distribute a Controlled Dangerous Substance. Troopers were working at the New Orleans train/bus terminal and a K-9 alert revealed that Scott was in possession of three (3) kilograms of cocaine in his luggage. Scott was traveling from Houston, TX destined for Memphis, TN. He was arrested and booked into the Orleans Central Lock-Up.

On November 8, 2011, LSP Bureau of Investigations arrested Eboni L. Spurlock (B/F, age 34) of Baton Rouge, LA on four (4) charges of Obtaining a Controlled Dangerous Substance by Fraud and one charge of Attempt and Conspiracy to Obtain a Controlled Dangerous Substance by Fraud. The arrest was the result of an investigation after detectives received information and found that Spurlock fraudulently obtained approximately 360 dosage units of Hydrocodone Acetaminophen (generic for Lortab). She also attempted to obtain another controlled dangerous substance at another pharmacy. An arrest warrant was obtained and Spurlock was booked into the East Baton Rouge Parish Prison.

On November 11, 2011, detectives arrested Stephen Evans (W/M, age 33) of Harahan, LA on charges of Pornography Involving Juveniles. The investigation began after detectives received information that Evans was downloading images indicative of child pornography. A search warrant was issued and after a forensic examination of the computers, evidence showed the images. Evans was arrested and booked into the Jefferson Parish Correctional Center.

LSP Bureau of Investigations Insurance Fraud / Auto Theft Unit arrested five (5) people last week on unrelated investigations.
        · Troy A. Fields (B/M, age 43) of New Orleans, charged with Possession of Stolen Property and Filing False Public Records, booked into the Jefferson Parish Correctional Center
        · Kevin Limberg (W/M, age 51) and Charles Laventure (W/M, age 51) both of New Orleans, charged with Insurance Fraud, booked into the Orleans Central Lock-Up
        · Jhonny River Pham (O/M, age 33) of Gretna, charged with Insurance Fraud, booked into the Jefferson Parish Correctional Center
        · Peter Butch (W/M, age 38) of Metairie, charged with Theft by Fraud, booked into the Jefferson Parish Correctional Center

The Insurance Fraud / Auto Theft Unit is responsible for investigating referrals of suspected fraudulent insurance acts, stolen vehicles, assisting federal and local law enforcement in the investigation of fraudulent insurance acts, cooperating with local prosecutors and the attorney general's office in the prosecution of fraudulent insurance acts, and promoting awareness of insurance fraud throughout the state.
