State Police Detectives Make Several Arrests across Southeast Louisiana

Baton Rouge – Louisiana State Police Detectives arrested several suspects over the past week in unrelated cases. Below is a synopsis of each of the arrests.

On November 16, 2011, State Police Detectives assigned to the Insurance Fraud / Auto Theft Unit in Baton Rouge arrested a husband and wife, both residents of Geismar, LA, on charges of public contract fraud and using fraudulent insurance certificates. The arrest was the result of an investigation into a complaint made by the Eagan Insurance Agency. The investigation found that fraudulent certificates were used to obtain construction contracts at the Louisiana Army National Guard facility in Carville, LA (Gillis Long Center). George Ansardi (W/M, age 56), the facility manager and a public employee, approved the contracts. Due to the monetary amount of each contract, he had the ability to award the contracts to whatever company he chose. The investigation discovered that his wife, Debra R. Ansardi (W/F, age 58), owned the companies he hired to perform the construction work. Ansardi has since then been terminated from his position at the facility. George Ansardi awarded a total 9 contracts worth $200,880.00 to the companies under his wife’s name. Three of the contracts had been completed and the Louisiana Military Department paid Nu Holmes (one of Debra Ansardi’s companies) $70,850.00. A fraudulent insurance certificate had been submitted with each contract. Troopers obtained arrest warrants for George and Debra Ansardi from the 18th Judicial District Court and booked them into the Iberville Parish Prison on charges of Public Contract Fraud and Forgery.

On November 17, 2011, State Police Detectives assigned to the Insurance Fraud / Auto Theft Unit in Baton Rouge arrested Sarah Coco (W/F, age 47) of Baton Rouge as a result of an investigation into a complaint made by Travelguard (a subsidiary of National Union Fire Company of PA). Troopers’ investigation revealed that Coco had inflated a loss claim she filed with Travelguard after taking a flight on Southwest Airlines in September 2010. Troopers obtained a warrant for Coco’s arrest from the 19th Judicial District Court and booked her into the East Baton Rouge Parish Prison on one count of Insurance Fraud.

On November 17, 2011, State Police Detectives assigned to the Insurance Fraud / Auto Theft Unit in Baton Rouge arrested Michael Monteleone (W/M, age 45) of Tickfaw, LA, the owner of SSS Construction LLC, on charges of theft and insurance fraud. The arrest was the result of an investigation into an anonymous complaint sent to the Louisiana Department of Insurance (LDI) and referred to State Police. Troopers’ investigation revealed that Monteleone filed a fraudulent insurance claim for the theft loss of the Kubota. As a result of his actions he fraudulently received $25,568.65 from his insurance company. Troopers obtained a warrant for Monteleone’s arrest from the 21st Judicial District Court and booked him into the Tangipahoa Parish Jail. He denied knowing the whereabouts of the Komatsu and the investigation will continue to make efforts to locate it.

On November 18, 2011, Detectives assigned to the Lafayette Field Office conducted an investigation into information gained that Philip Sessa (W/M, age 29) of Opelousas was in possession of child pornography. Detectives obtained a search warrant for Sessa’s residence and, with the assistance of the St. Landry Parish Sheriff’s Office, discovered hundreds of images and movies depicting child pornography. Troopers also discovered several compact disks containing child pornography in the residence and ultimately seized several hundred additional compact disks throughout the residence. Troopers booked Sessa into the St. Landry Parish Prison on Child Pornography charges (100 counts).
