Edmonson, Superintendent Troop C - NEWS RELEASE August 1, 2011 L S P Investigations Lead To Multiple Arrests LSP BOI Region I: The LSP Region I Criminal Investigative Division’s Houma, New Orleans, and Baton Rouge Offices have conducted several investigations that resulted in the arrests of numerous individuals involved in illegal criminal activities. Friday, July 22, 2011, Joshua R. Plain (B/M, 21, of New Orleans, LA) was arrested by State Police detectives on a warrant for insurance fraud. The arrest stems from an investigation conducted by the Louisiana State Police Insurance Fraud and Auto Theft Unit. A complaint was received from Allstate and GEICO insurance companies in reference to a duplicate insurance claim being filed. During the investigation it was learned that Plain had made an identical claim for damages received on a 2005 Nissan Altima with both insurance companies. The claim with Geico was made after obtaining insurance with another person’s name. Plain was located and booked in Lafourche Parish as a fugitive for Jefferson Parish. Monday, July 25, 2011, Jean E. Nelson (B/F, 56, of New Orleans, LA) was arrested by State Police detectives on a warrant for insurance fraud. The arrest stems from an investigation conducted by the Louisiana State Police Insurance Fraud and Auto Theft Unit. A complaint was received from Progressive Insurance Company alleging a false claim had been made by Nelson in regards to injuries received in a vehicle crash. The investigation revealed that Nelson was not in the vehicle at the time of the crash. Nelson was booked at Orleans Parish Jail. Tuesday, July 26, 2011, Bryan Fernandez (B/M, 47 of New Orleans, LA) was arrested by State Police detectives on a warrant for insurance fraud. The arrest stems from an investigation conducted by the Louisiana State Police Insurance Fraud and Auto Theft Unit. A complaint was received from Progressive Insurance Company alleging a false claim was made by Fernandez in regards to injuries he received from a crash involving a Chevrolet van driven by Bruce Hadnott and a Chevrolet Avalanche driven by Willie Nelson. Hadnott had backed his van into Nelson’s pickup and Fernandez claimed he was a passenger in Nelson’s vehicle. The investigation revealed that Fernandez was not a passenger in the vehicle at the time of crash. Fernandez was booked at The Orleans Parish Jail. Wednesday, July 27, 2011, Louisiana State Police Criminal Investigative Division’s Region I and Region II Offices assisted the Terrebonne Parish Narcotics Task Force conduct an operation titled “Operation Nickel and Dime”. The operation involved several other agencies including the Louisiana National Guard’s Counterdrug Task Force. The operation consisted of executing seventy-three narcotic arrest warrants and twenty-five narcotics related search warrants. The twenty-five search warrants led to the seizures of the following: 116.2 grams of crack cocaine, 580.3 grams of marijuana, 2.31 grams of cocaine, 3 vehicles, $20,000.00 in U.S. currency, and 22 firearms. Thirty-eight of the seventy-three were located and arrested and the remaining thirty-five are continuing to be located and arrested. Friday, July 29, 2011, Louisiana State Police Criminal Investigative Division’s Houma Office arrested Troy A. Clause (W/M, 43, of Labadieville, LA) for attempted carnal knowledge of a juvenile. The arrest stems from the program Operation Child Watch. Clause arranged a meeting with an undercover trooper posing as a 14 year old female in Lafourche Parish. A location to meet his and clothing description was given by Clause. State Police detectives located and arrested Clause. Clause is also accused of computer aided solicitation of a minor and indecent behavior with a juvenile from an undercover operation targeting persons intending to contact children on the internet and engaging them in sexually explicit communication. Clause had been engaged in sexual conversations online, via texting, and verbally with an undercover trooper posing as a 14 year old female. Arrest warrants will be obtained in Terrebonne Parish for the following charges: computer aided solicitation of a minor and indecent behavior with a juvenile. Clause was booked at the Lafourche Parish Detention Center. The mission of Operation Child Watch is to rescue children from the hands of abusers, and proactively investigate cases involving the sexual abuse of children, and educate parents on the dangers of the internet. Additionally, Margot Fleet was arrested by State Police detectives on warrants for theft, filing false public records, and public payroll fraud. The arrest stems from an investigation by the Louisiana State Police Criminal Investigative Division’s Baton Rouge Office. A complaint was made by the Louisiana Highway Safety Commission (LHSC) alleging that Fleet had falsified documents for reimbursement from the Louisiana Highway Safety Commission. Fleet was an independent contractor for the LHSC. The investigation revealed that from February 1, 2007 through September 30, 2007 and from October 1, 2008 to September 30, 2009, Fleet was working through a grant program with LHSC. During this time period, Fleet claimed expenses that never occurred. The contracts between Fleet and LHSC totaled $53, 732.00. Fleet was booked at East Baton Rouge Parish Jail.
