TROOP C- NEWS RELEASE For Immediate Release Date: July 24, 2011 L S P Investigations Lead To Multiple Arrests
Region I BOI : The LSP Region I Criminal Investigative Division’s Houma, New Orleans, and Baton Rouge Offices have conducted several investigations that resulted in the arrests of numerous individuals involved in illegal criminal activities.
On Tuesday, July 19, 2011, Julie Marie Mansfield (W/M, 20’s, of Covington, LA) was arrested by State Police detectives on a warrant for felony theft.
The arrest stems from an investigation conducted by the Louisiana Department of Revenue Office of Charitable Gaming and Louisiana State Police Charitable Gaming Unit on July 8, 2011. An audit was performed on the VFW # 7286 in St. Tammany Parish and revealed a discrepancy in pull-tab payouts of approximately $30,066.00. The investigation also revealed that discrepancy occurred when Mansfield was responsible for the sale of pull-tabs. During the investigation, Mansfield admitted to the theft. Mansfield was booked at the St. Tammany Parish Jail.
On Wednesday, July 20, 2011, Andrew J. Twohig III (W/M, 52, of Baton Rouge, LA) was arrested by State Police detectives on a warrant for the following charges: 15 counts of obtaining Norco, schedule III a control dangerous substance, Xanax, schedule IV a control dangerous substance, and Soma, schedule V a control dangerous substance by misrepresentation, fraud, forgery, and deception or subterfuge.
The arrest stems from an investigation conducted by the Louisiana State Police Criminal Investigative Division’s Baton Rouge Office. State Police detectives received information from Dr. Theodore Knatt, in reference to fraudulent prescriptions being phoned in under his DEA number. The investigation revealed that Twohig had on several occasions fraudulently obtained controlled dangerous substances at pharmacies located in East Baton Rouge and Livingston Parishes under the alias of Gregory Harrison. Twohig was arrested and booked at the East Baton Rouge Parish Jail. Additionally, Tina Lailhengue (W/F, 50, of St. Bernard, LA) was arrested by State Police detectives on a warrant for theft of assets of an aged person and forgery.
In May 2011, the St. Bernard Parish Sheriff’s Office requested State Police to conduct an investigation into a possible theft from Gioe's Trucking Service in St. Bernard Parish. The investigation revealed that Lailhengue was employed by the Gioe's family with numerous responsibilities, including balancing the books and company accounts. Since December 2008, Lailhengue had systematically stolen over $71,000.00 from the trucking company. Lailhengue was booked into the St. Bernard Parish Jail and a $125,000.00 bond was set.
Brant Rock (W/M, 37, of Donner, LA) was arrested by State Police detectives for the following charges: computer aided solicitation of a minor and indecent behavior with a juvenile.
LSP Region I Criminal Investigative Division’s Houma Office conducted undercover operations targeting persons intending to contact children on the internet and engaging them in sexually explicit communication. During such operation, Rock engaged in sexually explicit conversation and sent nude photographs of himself via web-cam. Rock setup to meet with the undercover trooper posing as a 14 year old female in Houma area. Rock was arrested and booked at the Terrebonne Parish Jail.
On Thursday, July 21, 2011, Jonathan Earl Williams (W/M, 31, of Baton Rouge, LA) was arrested by State Police detectives on a warrant for theft, bank fraud, and forgery.
The arrest stems from an investigation conducted by Louisiana State Police detectives alleging Williams had stole and forged several checks belonging to Spencer Smith within East Baton Rouge and Pointe Coupee Parishes. Surveillance video identified Williams cashing the checks. A financial loss of approximately $1,400.00 had occurred at Peoples Bank. Williams was booked at the East Baton Rouge Parish Jail and a hold was placed for Point Coupee Parish.
Additionally, Macon T. Inman (W/M, 29, of Sulphur, LA) was located at his place of employment in Lake Charles, LA and arrested by State Police detectives on warrants for the following charges: indecent behavior with a juvenile and computer aided solicitation of a minor.
LSP Region I Criminal Investigative Division’s Baton Rouge Office conducted undercover operations targeting persons intending to contact children on the internet and engaging them in sexually explicit communication. During such operation, Inman engaged in sexually explicit conversation and sent several graphic photographs of him via a web-cam. Inman attempted to setup a meeting with the undercover trooper posing as a 14 year old female in Baton Rouge, LA. Inman was booked as a fugitive at the Calcasieu Parish Jail and is awaiting extradition to East Baton Rouge Parish.
