Edmonson, Superintendent HEADQUARTERS NEWS RELEASE For Immediate Release July 17th, 2011 LSP Investigations result in Arrests across Southeast Louisiana Troopers assigned to the Louisiana State Police Bureau of Investigations brought five separate criminal cases to conclusion this past week resulting in five arrests across numerous parishes. On July 13th, 2011, troopers arrested Lauance Cotton, (B/M age 37) of Baton Rouge, LA, on charges of Theft and Forgery following a year long investigation into suspected Social Security Fraud. The investigation discovered that in February of 2007 Cotton applied for and was granted Social Security Disability Insurance benefits. In August of 2007, Cotton began working for Marriott Residence Inn in Baton Rouge, LA. To conceal his employment from the Social Security Administration, Cotton used an alias of Shaunery Levi and provided a counterfeit driver’s license and Social Security Card. Through the use of the alias, Cotton was able to collect earnings from Marriott Residence Inn while simultaneously receiving $27,346 in disability benefits. On July 14th, 2011, detectives arrested Gary Rose, (W/M age 56) of Baton Rouge, LA, following an investigation into a complaint made by the Safesource Insurance Company (SIC). During the course of his employment as a commercial liability policy producer with SIC, Rose accepted payments from customers, however never submitted the payments to SIC. As a result, policies were either never initiated or lapsed due to non-payment. Rose would fabricate and issue fraudulent proof of insurance certificates to conceal the fact a policy was never in place. Upon obtaining a warrant for his arrest, troopers booked Rose into the East Baton Rouge Parish Jail charged with 9 counts of Failure to Remit Payments, 14 counts of Theft totaling $24,669, and 25 counts of Forgery of an Insurance Certificate. On July 15th, 2011, LSP detectives arrested Donia Garrett, (B/F age 46) of Hammond, LA, on charges of Forgery after a complaint made by the Progressive Insurance Company. The investigation concluded that Garrett forged numerous receipts from the Healing Health Center in Hammond, LA in order to get a monetary insurance settlement. Garrett was booked into the Tangipahoa Parish Jail without incident. On July 15th, 2011, troopers assigned to the Gaming Enforcement Division based out of Harrah’s Casino in New Orleans arrested Enid Holmes, (B/F age 44) of New Orleans, LA, following an investigation into alleged theft. The investigation began in May of 2011 when a Harrah’s Casino Hotel guest reported the theft of a Rolex Watch, $500 in currency, and several debit cards. Through investigative efforts, troopers discovered that Holmes pawned the stolen Rolex at a Metairie jewelry store and fraudulently used the debit cards at a Walmart in Jefferson Parish. Holmes was booked into the Orleans Parish Jail on 3 counts of Theft totaling $9000, Possession of Stolen Property, Unauthorized Use of an Access Card, and Attempted Unauthorized Use of an Access Card. On July 16th, 2011, Gaming Enforcement investigators at Harrah’s Casino arrested Charles Bell Jr., (B/M age 22) of New Orleans, LA, following an investigation into the alleged theft of a slot machine jackpot. Through the investigation, troopers determined that upon Bell observing another patron cash out from a slot machine, he convinced a slot attendant that he was gaming at the machine and it failed to print out a ticket with his winnings. The slot attendant paid Bell for the winnings already received by the original patron. Bell was subsequently booked into the Orleans Parish Jail without incident.
