Troopers Arrest Napoleonville Man for Fraudulent Practices

Baton Rouge – Louisiana State Troopers working in the Baton Rouge Towing and Recovery Unit arrested a Napoleonville man yesterday on charges of Filing or Maintaining False Public Records. Troopers conducted a thorough investigation into the activities of Lawrence P. Dominique (W/M, age 68) of Napoleonville while acting as an agent of D & D Investigations. In his capacity as an agent of D & D Investigations, Dominique was contracted by businesses that possessed a storage license issued by the Louisiana State Police. Dominique’s responsibilities were to complete, file, and maintain paperwork required when a facility took a vehicle into official storage. Troopers’ investigation revealed in many cases, when filing paperwork with the Office of Motor Vehicles (OMV), Dominique would list fictitious names and addresses of people authorizing repairs. He would then wait the appropriate amount of time and submit all of the related documents to the OMV to obtain a permit to sell the vehicle. Included in the documents submitted to the OMV were invoices for vehicle repairs that were never actually performed and created solely for submission to the OMV with false information.

Troopers arrested Dominique yesterday afternoon and booked him into the East Baton Rouge Parish Prison. He is charged with Filing or Maintaining False Public Records (90 counts). If found guilty of the charges, Dominique may face up to 5 years imprisonment with or without hard labor for each count.

The Louisiana State Police Towing and Recovery Unit is responsible for conducting annual inspections and investigating complaints from the public on all licensed towing and storage facilities.
