LSU Police Department Officer Charged with Theft Following State Police Investigation

Baton Rouge, LA – Earlier today, Louisiana State Police Investigators arrested 46 year old Carrie Richardson-Heckard of Denham Springs, LA on charges of Felony Theft in the amount of $1500.00. Richardson-Heckard, a Louisiana State University Police Officer, is suspected to have committed the theft through her position as treasurer of the LSU Police Association from 2006 to 2014.

The investigation began in January of 2015 when the LSU Police Association conducted an audit of its bank accounts and discovered the misappropriation of over $16,000 in funds between November of 2007 and June of 2010. Upon examination of the financial records, sufficient evidence could not be established to definitively link Richardson-Heckard to the missing funds. As the financial audit continued, association representatives discovered an additional unauthorized transaction in the form of a $1500.00 check issued to “Cash” written and endorsed by Richardson-Heckard. The subsequent State Police and LSU Police Association investigation concluded that the check was neither approved by the association board nor recorded as a valid expenditure in meeting minutes or financial records maintained by Richardson-Heckard.

LSP Investigators established that Richardson-Heckard was criminally responsible for the misappropriation of the association funds and obtained a warrant for her arrest in East Baton Rouge Parish. Richardson-Heckard was placed into custody without incident this afternoon and charged accordingly.
