Pedestrian Killed In Bossier Parish

On August 30, 2013, at 8:13 p.m., Troopers assigned to Louisiana State Police Troop G responded to a crash involving a vehicle and a pedestrian on Louisiana Highway 527 west of Louisiana Highway 157.

The preliminary investigation revealed that a 2012 Volkswagen Passat, driven by 35-year-old Tammy Owens of Doyline, was traveling east on Louisiana Highway 527 when it struck a pedestrian who was standing in the road. Owens attempted to swerve around the pedestrian but was unsuccessful.

The pedestrian, 32-year-old Andrew Burks of Elm Grove, suffered fatal injuries and was pronounced dead at the scene by the Bossier Parish Coroner’s Office.

Owens was wearing a seat belt and did not report any injuries. The passenger in the Passat was wearing a seat belt and did not report any injuries.

Alcohol use on the part of Owens is not suspected. Alcohol use on the part of Burks is suspected. Toxicology samples were obtained and will be submitted for analysis. The investigation is ongoing.

Safety is a shared responsibility for all road users, including drivers and pedestrians. A majority of pedestrian fatalities, nearly 70 percent, occur at night. Pedestrians are encouraged to wear light colored clothing, reflective materials, and to carry a flashlight at night.
