Crapped Out

On May 29, 2006, The Louisiana State Police Gaming Enforcement Section was contacted by Shreveport’s Sam’s Town Casino in reference to a patron suspected of cheating while playing Craps at their casino. This patron, identified as Ellis Quinn Jr. of Memphis Tennessee, was observed on video surveillance coverage “past-posting” or betting after the outcome, on numerous wagers between May 26, and May 27, 2006. During those two days Quinn past-posted on thirty-two hands of Craps which allowed him to illegally win sixty-one thousand four hundred dollars. On August 03, 2006, shortly after obtaining an arrest warrant for Quinn, LSP troopers were contacted by the Missouri State Police and advised that Quinn was currently incarcerated in Missouri for committing the same violation at two of their casinos. Upon Quinn’s Missouri release on March 06, 2008, he was met by LSP troopers who had flown to St. Louis to arrest him on Louisiana charges of Cheating and Swindling (L.R.S. 14:67.18). Upon his return with the troopers, Quinn was booked into the Caddo Correctional Center on the outstanding Louisiana warrant. Pending the outcome of this enforcement, Quinn will also face outstanding warrants in Mississippi and Nevada on similar charges.
