| LOUISIANA STATE POLICE COURTESY LOYALTY SERVICE News Release February 29, 2008 Man Hides Track Hoe On Monday, November 12, 2007, 30 year old John W. Dilts filed a theft report with the Bossier City Police Department alleging someone had taken a Caterpillar track hoe, utility trailer, Ditchwitch and other assorted vehicles and tools from his Bossier City based construction company. Later the same day, Dilts filed an insurance claim with Federated Mutual Insurance Company on the stolen property. Upon suspecting the claims made by Dilts to be fraudulent, Bossier City Police Detectives contacted the LSP Insurance Fraud Unit. Subsequent to the LSP / BCPD investigation, all of the equipment, with the exception of the assorted tools, has been recovered. Troopers determined that Dilts had approached an associate and asked him to hide the equipment so his creditors could not repossess it. The associate declined to participate in the scheme. Later Dilts approached an employee and presented the same request. After agreeing to help, on Friday, November 9, and Saturday, November 10, 2007, the employee moved the equipment to a location in Keatchie, Louisiana. During interviews of the employee and associate, both men confirmed Dilts had approached them with the request to participate in the scheme. The employee stated he was led to believe it was only to hide the equipment from creditors, not that Dilts had planned to file a theft report and insurance claims. On Friday, February 28, 2008, Troopers arrested Dilts and booked him in the Bossier Parish Maximum Security Facility on 2 counts of Insurance Fraud, 2 counts of Inciting a Felony, and 1 count of Criminal Mischief.
