| LOUISIANA STATE POLICE COURTESY LOYALTY SERVICE News Release February 1, 2008 Bounty Hunter Arrested ARRESTED: Willie Demond Reed B/M, YOB 1976 Shreveport, Louisiana CHARGES: L.R.S. 14:133 Filing False Public Records L.R.S. 14:66(4) Extortion On Wednesday, November 7, 2007, the Louisiana State Police, Insurance Fraud/Auto Theft Unit received a complaint from a Shreveport Bail Bonds Agency (not disclosed at this time). The complaint alleged a licensed bondsman, Willie Demond Reed, after being hired as a recovery agent to apprehend a fugitive, accepted a $1,200 cash payment from the fugitive to avoid arrest. The Louisiana State Police investigation revealed on Friday, November 2, 2007, Reed entered Christopher Chad Johnson’s Shreveport residence to arrest him as a fugitive. After entering the residence, Reed located Johnson, activated a taser device on him, and placed him in handcuffs. Reed and Johnson then negotiated a $1,200 payment to secure Johnson’s release. Reed accepted the $1,200 and agreed not to arrest Johnson. Reed then placed Johnson handcuffed, in the back seat of his vehicle and transported him to a pre-agreed upon location where he was released. As part of the negotiation, Reed allowed Johnson approximately two weeks to accumulate the fine owed to the courts. Reed in turn agreed not to apprehend Johnson within that time period. After being arrested by a different recovery agent, Johnson told Knotts about the $1,200 he paid Reed. During the investigation, it was discovered Reed was licensed through the Department of Insurance as a bail recovery agent, on or about Tuesday, November 7, 2006. During the application process, when asked if he had ever been convicted of, or currently charged with committing a misdemeanor or felony crime, whether or not adjudication was withheld, Reed answered no. However, the investigation revealed Reed had been arrested on several occasions in the state of New York dating back to 1994. Reed is currently wanted by Utica Police Department, New York, for probation violation on the charge of menacing. He is also wanted by the East Syracuse Police Department, New York, for failure to appear on the charge of unlicensed operation of a motor vehicle. The New York courts will not extradite Reed. On Tuesday, January 15, 2008, Louisiana State Police investigators obtained warrants for the arrest of Willie Demond Reed through the 1st Judicial District Court, Parish of Caddo, for filing false public records and extortion. On Wednesday, January 16, 2008, Louisiana State Police investigators arrested Reed at the Shreveport Field Office without incident. He was released to Caddo Sheriff’s Deputies for booking. Department of Insurance representatives were present at the time of arrest and served Reed with a Cease & Desist Order.
