Identity Thief Arrested
On November 11th, 2007, troopers received information that Mrs. Kay Warren of Texas had contacted Rusk County Sheriff’s Office reporting unauthorized use
of her personal information. Warren’s concerns stemmed from recent calls she received from numerous businesses and Credit Card Companies advising that
someone had attempted to obtain services using her name, social security number and date of birth. Troopers were able to trace the unauthorized use
of information to Desoto Parish resident Kenya Rugley. On December 6th, 2007, troopers executed a search warrant at 199 T.C. Adams Lane, Logansport,
Louisiana and upon questioning Rugley she admitted use of Mrs. Warren’s information to obtain clothing and other items illegally. During the search
troopers found numerous credit cards, cash cards, debit cards and other mail containing various names. Rugley stated the reason for the items found were
for tax preparations she performs out of her home. Also during the search troopers found approximately 46 face sheets from Southwood Nursing home
located in Henderson, Texas. These face sheets contained names, social security numbers and dates of birth of residents at the
Southwood Nursing Home. After researching the confiscated paper work it was determined that 55 sets of individuals personal information was in some stage of use
by Rugley. Rugley had managed to obtain illegal financial gain from five individuals over the age of 60. One of the victims under the age of 60 is
Rugley’s 19-year-old son, which is incarcerated at Bayou Dorcheat Correctional Center. Upon completion of the investigation troopers
determined Rugley had charged or illegally obtained a total of $19,758.73. An arrest warrant for Rugley was then served at her home on
January 11, 2008. Rugley was arrested and transported to Desoto Parish Sheriff’s Office where she was booked on 55 counts of Identity Theft.
