TROOP G NEWS RELEASE May 1, 2015 Crash Claims the Life of a Hall Summit Man Red River Parish-On May 1, 2015, at 4:50 p.m., Louisiana State Police Troop G responded to a report of a one vehicle crash on Louisiana Highway 783, just south of Louisiana Highway 514 that claimed the life of a Hall Summit man. The preliminary investigation revealed that a 1991 Ford Ranger driven by 68-year-old Stephen Starts of Hall Summit was traveling north on LA 783 when for reasons still under investigation, the vehicle exited the right side of the roadway, overturned, and struck a group of trees. Starts was not wearing his seatbelt at the time of the crash and died as a result of his injuries. A toxicology sample was obtained from Starts and will be submitted for analysis. Impairment is not suspected to be a factor in this crash. This crash remains under investigation. Louisiana law requires motor vehicle occupants to be properly restrained in every seating position, day and night. Wearing a seatbelt significantly reduces the likelihood of being seriously injured or killed as the result of a crash and is the single most effective thing motorists can do to protect themselves.
