TROOP G NEWS RELEASE August 14, 2016 Claiborne Parish Crash Claims the Life of a West Monroe Man Claiborne Parish-On August 14, 2016, at 8:16 a.m., Louisiana State Police Troop G responded to a report of a single vehicle crash on Louisiana Highway 9 about 4 miles south of US Highway 79 that claimed the life of a West Monroe man. The preliminary investigation revealed that a 2003 Nissan Pickup Truck driven by 33-year-old Victor Hogan Jr. of West Monroe was traveling north on LA 9 when for reasons still under investigation, Hogan’s vehicle exited the left side of the roadway and struck a parked railroad car. Hogan was not wearing his seat belt at the time of the crash and sustained fatal injuries. Hogan was pronounced dead at the scene by the Claiborne Parish Coroner. Impairment is not suspected, but a toxicology sample was obtained, and will be submitted for analysis. This crash remains under investigation. Louisiana law requires motor vehicle occupants to be properly restrained in every seating position, day and night. Wearing a seatbelt significantly reduces the likelihood of being seriously injured or killed as the result of a crash and is the single most effective thing motorists can do to protect themselves.
