TROOP G NEWS RELEASE December 7, 2016 Webster Parish Crash Claims The Life of an Unrestrained Driver Webster Parish-On December 6, 2016, at 9:34 p.m., Louisiana State Police Troop G responded to a report of a single vehicle crash on Fuller Road just west of US Highway 371 that claimed the life of a Minden woman. The preliminary investigation revealed that a 2005 Mercury Mariner driven by 41-year-old Stacey Mangrum-Kellogg of Minden was traveling east on Fuller Road when, for reasons still under investigation, Kellogg lost control of her vehicle, exited the roadway, and crashed. Kellogg was not wearing a seatbelt at the time of the crash and sustained fatal injuries. Kellogg was pronounced dead at the scene by the Webster Parish Coroner. Impairment is suspected to be a factor in this crash. A toxicology sample was obtained and will be submitted for analysis. This crash remains under investigation. Louisiana law requires motor vehicle occupants to be properly restrained in every seating position, day and night. Wearing a seatbelt significantly reduces the likelihood of being seriously injured or killed as the result of a crash and is the single most effective thing motorists can do to protect themselves.
