October 25, 2011, Headquarters – News Release Trooper Arrested: Internal Investigation Initiated A Louisiana trooper, who has spent the greater part of the past year on sick leave as a result of non-work related circumstances, has been arrested and booked on a charge of Simple Rape after a joint investigation by the Lincoln Parish Sheriff’s Office and the Louisiana State Police, according to Superintendent of State Police, Colonel Mike Edmonson. Romaus J. Almond, 47 and a resident of Ruston, has been a trooper since 1995 and was assigned to Troop F in Monroe. The alleged assault occurred while Almond was off duty and on leave. Additionally, the incident did not involve his position as a trooper. In fact, he had previously surrendered his State Police commission and all state-issued equipment for the duration of that leave period. State Police Detectives had been contacted by investigators with the Lincoln Parish Sheriff’s Office in October regarding a criminal complaint they had received involving the inactive trooper. The complainant, who is an acquaintance of Almond, alleged that on September 10, 2011, she was sexually assaulted while spending the night at his residence following a party there. The subsequent joint investigation resulted in the Simple Rape charge. Almond surrendered to authorities at the Sheriff's Office and was booked into the Lincoln Parish Detention Center. He is charged with one count of Simple Rape. “This is a serious allegation, and we have to insure that it is thoroughly investigated,” said Colonel Edmonson. “As such I directed my Internal Affairs Section to conduct an immediate administrative investigation and ordered that Almond be placed on forced annual leave.” Contact Information: Lt.
