Fatal Crash Involving Pedestrian in Union Parish

On December 21, 2012, at 11:40 p.m., Troopers assigned to Louisiana State Police Troop F responded to a crash involving a vehicle and a pedestrian on Louisiana Highway 143 north of Louisiana Highway 2 that claimed the life of a West Monroe woman.

The preliminary investigation revealed that a 1999 GMC Yukon driven by 45-year-old Dennis Frazier of Marion was traveling north on Louisiana Highway 143 when the vehicle he was driving struck a pedestrian who was walking on the road.

The pedestrian, 25-year-old Stephanie Phillips of West Monroe, sustained fatal injuries and was pronounced dead at the scene by the Union Parish Coroner’s Office.

Frazier was wearing a seat belt and did not report any injuries.

Alcohol use on the part of Frazier is not suspected. Alcohol use on the part of Phillips is unknown. Toxicology samples were obtained and will be submitted for analysis. The crash remains under investigation.

Safety is a shared responsibility for all road users, including drivers and pedestrians. A majority of pedestrian fatalities, nearly 70 percent, occur at night. Pedestrians are encouraged to wear light colored clothing, reflective materials, and to carry a flashlight at night. Drivers are encouraged to obey traffic laws, be alert, and to watch for pedestrians at all times. Additional pedestrian safety information may be found online at www.walkinginfo.org.

Troop F has investigated 32 fatal crashes which have resulted in 36 deaths so far this year.
