TROOP F - NEWS RELEASE November 25, 2012 Fatal Crash Involving Pedestrian in Morehouse Parish On November 24, 2012, at 10:13 p.m., Troopers assigned to Louisiana State Police Troop F responded to a crash involving a vehicle and a pedestrian on US Highway 165 south of Louisiana Highway 592 that claimed the life of a Bastrop man. The preliminary investigation revealed that a 2010 Toyota Avalon driven by 58-year-old Jessica Blackman of Bastrop was traveling north on US 165 when the vehicle she was driving struck a pedestrian who was standing on US 165 in the left lane of travel. The pedestrian, 51-year-old Billy Smith of Bastrop, sustained fatal injuries and was pronounced dead at the scene by the Morehouse Parish Coroner’s Office. Blackman was wearing a seat belt and did not report any injuries. Alcohol use is not suspected. The crash remains under investigation. Safety is a shared responsibility for all road users, including drivers and pedestrians. A majority of pedestrian fatalities, nearly 70 percent, occur at night. Pedestrians are encouraged to wear light colored clothing, reflective materials, and to carry a flashlight at night.
