Edmonson, Superintendent News Release Date: February 7, 2009 Hostage Safe Following Incident in Tensas Parish A Waterproof man held his elderly relative hostage for several hours Friday afternoon. Shortly before noon on Friday, February 6, Tensas Parish Sheriff’s Office was called to a disturbance at a Church Lane residence (in Waterproof). The disturbance centered around a man, armed with a handgun, who threatened a utility worker. When deputies responded, fifty-four year old Okie Lutcher Jr, refused to exit the home but, instead, took his elderly relative hostage. Throughout the afternoon, deputies and family members attempted to contact Lutcher, but those attempts were disregarded. Around 6:00 pm, the sheriff’s office requested the assistance of the Louisiana State Police SWAT team. Following the arrival of the LSP SWAT team, Lutcher exited the front of the residence, confined in an enclosed porch. Troopers and deputies used this opportunity to enter the back of the home and safely rescue the elderly relative. Shortly thereafter, Lutcher broke a window and regained access to the home. As Lutcher attempted to arm himself, officers utilized pepper spray, which had no effect. Officers then deployed the Taser, without effect. As Lutcher assaulted officers with a firearm, the use of lethal force became necessary. Although medical attention was immediately rendered, Lutcher died at the scene. The investigation by the Tensas Parish Sheriff’s Office and LSP’s Region II Criminal Investigations is on going and no further information is available at this time. Contact: Sgt.
