Traffic Stop Leads to Heroin Arrest

On March 10, 2008 at about 1:47 am, a Louisiana State Police Troop F Trooper stopped a 1997 Infiniti Q45 on Interstate 20 eastbound at milepost 91 in Lincoln parish for having an obscured license plate. As the trooper spoke to the driver and occupant, he noticed that both individuals were acting nervous and were being deceitful in their conversations with him. The trooper asked for and received consent to search the vehicle, which led to the discovery of 4.42 pounds of suspected heroin. The heroin was wrapped in two separate packages and was found concealed behind the gas tank in the trunk of the car.

The driver, identified as Victor M. Ruiz, a 39 year old man from Huntington, CA, was arrested and booked at the Lincoln Parish Detention center for Possession of Heroin (more than 400 grams), Conspiracy to Distribute Heroin, Driving under Suspension, and having an obstructed license plate.

The occupant, identified as Luis Ortiz Gonzalez, a 22 year illegal alien currently residing in Santa Ana, CA, was also arrested and booked at the Lincoln Parish Detention center for Possession of Heroin (more than 400 grams) and Conspiracy to Distribute Heroin.

Bond has not been set for either man. The estimated street value of the heroin is estimated to be more than $900,000.00 (nine-hundred thousand dollars).
