TROOP F NEWS RELEASE January 13, 2014 Delhi Man Killed in Franklin Parish Crash On January 12, 2015, at 9:53 p.m., Troopers assigned to Louisiana State Police Troop F responded to a crash involving a pedestrian on Louisiana Highway 865 at Dummy Line Road in Franklin Parish that claimed the life of a Delhi man. The preliminary investigation revealed a 2008 Ford F150, driven by 30-year-old Michael Earl of Delhi, LA, was traveling south on LA 865 when for unknown reasons the Ford stopped in the lane of travel and Earl exited the vehicle. A 2009 Chevrolet pickup, driven by 25-year-old Kelly Armstrong of Winnsboro, was also traveling south on LA 865. Just prior to impact, Armstrong observed Earl and the vehicle in the roadway. Armstrong took evasive action and attempted to avoid striking Earl but was unable to so. Earl was pronounced dead at the scene by the Franklin Parish Coroner. Impairment at this time is unknown. A toxicology sample was obtained and will be submitted for analysis. The crash remains under investigation. Louisiana law states that you must move all accidents and stalled vehicles out of travel lanes if able to do so. By obstructing the travel lane you drastically increase the chance of being struck by another motorist or causing additional crashes.
