TROOP F NEWS RELEASE January 24, 2015 Unrestrained Driver Dies in Richland Parish Crash On January 24, 2015, at 07:50 a.m., Troopers assigned to Louisiana State Police Troop F responded to a crash on Interstate 20 at Holly Ridge in Richland Parish that claimed the life of an Oak Grove man. The preliminary investigation revealed a 2009 Ford Ranger driven by a 70-year-old Jerry Ratcliff was traveling west on I-20 when for unknown reasons the vehicle traveled off the road and struck a tree. Ratcliff, who was unrestrained, was pronounced dead at the scene by the Richland Parish Coroner. Alcohol use is not suspected but a toxicology sample was obtained and will be submitted for analysis. The crash remains under investigation. Louisiana law requires vehicle occupants to be restrained in all seating positions, day and night. While every crash is not survivable, wearing a seatbelt is the single most effective thing motorists can do to protect themselves in the event of a crash.
