TROOP F NEWS RELEASE December 6, 2014 Texas Woman Killed in Ouachita Parish Crash On December 6, 2014, at 06:15 a.m., Troopers assigned to Louisiana State Police Troop F responded to the report of multiple crashes involving deer on Interstate 20 about 6 miles east of Monroe in Ouachita Parish that claimed the life of a Texas woman. The preliminary investigation revealed a 2014 Nissan Altima, driven by 45-year-old Monica Regan of Grapevine, TX, was traveling east on I-20 when the vehicle she was driving struck a deer. After striking the deer, Regan stopped in the inside travel lane and stepped out of the vehicle to assess the damage. A 1996 Mack dump truck, driven by 22-year-old Zachary Hartley of Bastrop, was also traveling east on Interstate 20. Hartley had to swerve to the left to try and avoid striking the stopped Altima. The dump truck struck the Altima in the driver’s side door area and also the driver. Regan was pronounced dead at the scene by the Ouachita Parish Coroner. The driver of the dump truck was not injured. Impairment at this time is unknown. A toxicology sample was obtained and will be submitted for analysis. The crash remains under investigation. Louisiana law states that you must move all accidents out of travel lanes if able to. By obstructing the travel lane you drastically increase the chance of being struck by another motorist or causing additional crashes. Also Troopers would like to urge motorists to use extra caution during inclement weather conditions. Reducing speed, increase your following distance and make sure your headlights are on while driving.
