Edmonson, Superintendent News Release Date: September 19, 2008 Fatal Crash In Rapides Parish On Friday, September 19, 2008, at 5:07 pm, Louisiana State Police Troop E responded to a fatal crash involving a passenger vehicle and a motorcycle. The crash occurred on LA Hwy 121, milepost 34.6, in Rapides Parish. The crash involved a 2006 Jeep SUV, driven by Ms. Pamela D. Freeman (W/F 29 yrs) of Otis, LA and a 1977 Harley Davidson, driven by Mr. Shelby F. Brown (W/M 45 yrs) of Otis, LA. The Jeep was north bound on LA Hwy 121 following behind the Harley prior to the crash. As Mr. Brown decreased his vehicle’s speed to attempt a left turn onto Elmer Frazier Road, the Jeep collided with it. Both vehicles came to rest in the south bound ditch of LA Hwy 121. Ms. Freeman was not injured in the crash. Her only passenger was a two-year-old child that was also not injured. Mr. Brown was transported to Rapides Regional Hospital where he was pronounced dead. He was wearing a helmet. Ms. Freeman was charged with Careless Operation. Rapides Parish Coroner’s Office will conduct an investigation to determine the exact cause of death. Routine toxicology tests are pending. The crash remains under investigation. Troop E Troopers have investigated 45 fatal crashes for the year of 2008, resulting in 50 fatalities. Seven of the 45 fatal crashes have involved pedestrians. Five fatal crashes have involved an ATV and three have involved a motorcycle. Twenty-four of the 30 fatal crashes (passenger vehicles only) have involved unrestrained motorists/occupants. Eight fatal victims were restrained.
