Edmonson, Superintendent News Release Date: November 14, 2008 Intoxicated Driver Attempts To Kill Trooper On Thursday, November 13, 2008, at 10:57 pm, Trooper Peter Smith from Louisiana State Police Troop E initiated a vehicle stop on a 1982 Yamaha motorcycle for the violation of Speeding (LRS 32:63). The Yamaha was traveling at a speed of 68 mph in a 50 mph zone. The vehicle stop occurred on US Hwy 71 at I-49. This location is within the city limits of Alexandria, LA and in Rapides Parish. After stopping the Yamaha, Trooper Smith was able to identify the driver as Mr. Edward A. Chance (W/M 57 yrs) of Pineville, LA. Immediately upon coming into contact with Mr. Chance, the Trooper detected a very strong odor of an alcoholic beverage and observed a thermos hanging from Mr. Chance’s neck, which contained vodka. After investigating Mr. Chance and the fact that it was obvious that he was intoxicated the Trooper placed him under arrest and attempted to handcuff him. At this time, Mr. Chance pulled away from the Trooper and pulled a semi-automatic pistol from inside the waistband of his pants. Trooper Smith was able to seek cover behind a utility pole and repeatedly instructed Mr. Chance to put the firearm down. He refused these commands, walked up to the Trooper’s vehicle, grabbed his license from the Trooper’s citation book, and then threw the ticket book at the Trooper. At this time, Mr. Chance raised the firearm and pointed it at the Trooper. Trooper Smith then fired one shot and struck Mr. Chance in the chest. Mr. Chance was then transported to Rapides General Hospital and is listed in critical condition. Mr. Chance is charged with Attempted First Degree Murder of a Police Officer (LRS 14:30), Illegal Carrying of Weapons (LRS 14:95), Resisting an Officer (LRS 14:108), DWI 4th offense (14:98 4th), Open Container (LRS 32:300), and Speeding (LRS 32:63). Upon Mr. Chance’s release from the hospital, he will be booked into the Rapides Parish Detention Center.
