Crash In Winn Parish Claims The Life Of Three

On Sunday, December 7, 2008, at 7:30 pm, Louisiana State Police Troop E responded to a fatal crash involving one vehicle. The crash occurred on McGinty Road in Winn Parish.

The crash involved a 2004 Chevrolet Impala, driven by Ms. Chelsea Kay Seals (W/F 15 yrs) of Colfax, LA. The Chevrolet was west bound on McGinty Road when Ms. Seals lost control and exited the right side of the roadway. After exiting the roadway, the Chevrolet collided with a tree and then overturned into a creek.

Ms. Seals was not wearing her seatbelt and was pronounced dead.

There were four passengers in Ms. Seals’ vehicle at the time of the crash. They are identified as Mr. Samuel Jewitt (B/M 19 yrs) of Montgomery, LA, Ms. Jamie Constantino (W/F 20 yrs) of Dry Prong, LA, Mr. Ferrari Christopher Dewitt County (B/M 20 yrs) of Winnfield, LA, and another juvenile (W/F 15 yrs) of Colfax, LA.

Mr. Jewitt and Ms. Constantino were not wearing their seatbelts and were pronounced dead. Mr. County received moderate injuries, but refused medical aid. The unnamed juvenile received moderate injuries and was transported to Winn Medical Center. They were not wearing their seatbelts as well.

Routine toxicology tests are pending.

Winn Parish Coroner’s Office will conduct an investigation to determine the exact cause of death.

The crash remains under investigation.

Troop E Troopers have investigated 59 fatal crashes for the year of 2008, resulting in 69 fatalities. Ten of the 59 fatal crashes have involved pedestrians. Five fatal crashes have involved an ATV and five have involved a motorcycle. Thirty-two of the 39 fatal crashes (passenger vehicles only) have involved unrestrained motorists/occupants. Ten fatal victims were restrained.
