Edmonson, Superintendent News Release Date: July 3, 2008 **Retraction/Correction**Physical Altercation With Trooper Leads To Fugitive’s Arrest **The following is based on new information provided to Louisiana State Police Troop E. Mr. Mark Robbins is not a Deputy United States Marshal and is not employed by the United States Marshal’s Service. He is a Fugitive Recovery Agent. See below for the original news release. All other information is correct. Louisiana State Police would still like to thank Mr. Robbins for his assistance provided. His actions and quick response to help uphold law and order are appreciated.** On Wednesday, July 2, 2008, Louisiana State Police Trooper Shawn Owens arrested Mr. Richard Patrick Maher (W/M 38 yrs) of Grove, OK. The incident began when Trooper Owens initiated a traffic stop on LA 6 at Interstate 49 in which Mr. Maher was the driver. Initially Trooper Owens was stopping Mr. Maher for the violation of speeding. After briefly stopping, Mr. Maher quickly placed his vehicle in drive and attempted to flee. In his desperate effort to evade arrest, Mr. Maher drove his vehicle off a parking lot embankment. This action caused his vehicle to overturn several times. After Mr. Maher exited the overturned vehicle, he led Trooper Owens on a lengthy foot chase and physical altercation. During the foot chase, Mr. Maher attempted to acquire other vehicles (attempted carjacking) on four separate occasions. Mr. Maher was taken into custody with the assistance of Deputy United States Marshal Mark Robbins. Deputy Marshal Robbins was fueling his vehicle at a nearby gas station when he observed the altercation. Without hesitation, he aided Trooper Owens in the capture and arrest of Mr. Maher. Neither Trooper Owens nor Deputy Marshal Robbins was injured during the altercation. Mr. Maher was transported to Natchitoches Regional Hospital for treatment of minor cuts and abrasions. Mr. Maher is wanted out of Delaware County Oklahoma for Second Degree Burglary and Taking/Receiving Stolen Credit Cards. Mr. Maher is also wanted out of Louisiana by Louisiana Probation and Parole for a probation violation. Mr. Maher was booked into the Natchitoches Parish Detention Center and charged with Speeding, Resisting an Officer, Possession of a Stolen Vehicle, Attempted Carjacking (four counts), and Expired Inspection Sticker. Natchitoches Police Department also aided in the incident and investigation.
