Texas Man Killed In Winn Parish Fatal Crash

On Tuesday, June 17, 2008, at 2:09 pm, Louisiana State Police Troop E responded to a fatal crash involving two vehicles. The crash occurred on US 167, milepost 156, in Winn Parish.

The crash involved a 2004 Dodge pickup, driven by Mr. Kelly D. Waddell (W/M 36 yrs) of Bloomberg, TX and a 2005 International (18 wheeler), driven by Mr. Herbert Richard (B/M 50 yrs) of Pineville, LA. The Dodge was north bound on US 167 when Mr. Waddell failed to stop and collided with the rear portion of the International’s trailer. Prior to the collision, the International was stopped preparing to turn left into a private drive.

Mr. Waddell was transported to Winn Medical Center where he was pronounced dead. He was not wearing his seatbelt.

Winn Parish Coroner’s Office will conduct an investigation to determine the exact cause of death.

Mr. Richard was not injured in the crash.

Routine toxicology tests are pending.

The crash remains under investigation.

Troop E Troopers have investigated 27 fatal crashes for the year of 2008, resulting in 30 fatalities. Three of the 27 fatal crashes have involved pedestrians. Four fatal crashes have involved an ATV and two have involved a motorcycle. Thirteen of the 18 fatal crashes (passenger vehicles only) have involved unrestrained motorists/occupants. Seatbelt use is unknown in one fatal crash. Four fatal victims were restrained.

**Approximately 75% of front seat occupants (Louisiana) were wearing their seatbelt in 2007. The remaining 25% were not wearing a seatbelt and made up approximately 65% of the traffic fatalities. If worn properly a seatbelt can dramatically reduce your chances of being killed or seriously injured in a crash.
