Edmonson, Superintendent News Release Date: May 31, 2008 Fatal Crash In Concordia Parish On Saturday, May 31, 2008, at 12:16 am, Louisiana State Police Troop E responded to a fatal crash involving two vehicles. The crash occurred on US 84, milepost 178.5, in Concordia Parish. The crash involved a 2006 Ford Taurus, driven by Mr. Dusty G. Foster (W/M 26 yrs) of Natchez, MS and a Kawasaki motorcycle, driven by Mr. Kevin B. Mitchell (B/M 26 yrs) of Natchez, MS. The Ford was east bound on US 84 when it collided with Mr. Mitchell and the Kawasaki motorcycle, both of which were lying in the roadway. Note: The Kawasaki was involved in another crash just prior to being struck by the Ford. After the collision, Mr. Foster fled the scene, but was located and arrested a short time later. Mr. Foster and his only passenger, Mr. Daniel Wilkinson of Ferriday, LA, were not injured in the crash. Mr. Mitchell was pronounced dead. Concordia Parish Coroner’s Office will conduct an investigation to determine the exact cause of death. Routine toxicology tests are pending. Mr. Foster was charged with DWI 1st, Hit and Run, and Vehicular Homicide. Troop E Troopers have investigated 21 fatal crashes for the year of 2008, resulting in 21 fatalities. Three of the 21 fatalities have involved pedestrians. Two fatal crashes have involved an ATV and two have involved a motorcycle. Nine of the 14 fatal crashes (passenger vehicles only) have involved unrestrained motorists/occupants. Seatbelt use is unknown in one fatal crash. Four fatal victims were restrained.
