Edmonson, Superintendent News Release Date: April 22, 2009 Two Pedestrians Struck, One Killed In Crash A crash, which occurred early this morning, has left one man dead and another injured. The crash occurred in Rapides Parish around the Pineville/Libuse area. Troopers responded to the crash around 7:30 am, which occurred on LA Hwy 28 East. The crash involved a 2006 Honda Civic, driven by Kristi L. Ober (W/F 20 yrs) of Pineville, LA, two parked unoccupied vehicles (1987 Chevrolet SUV and a 1998 Chevrolet pickup), and two pedestrians identified as Otis W. Stokes (W/M 37 yrs) of Alexandria, LA and Damarcus L. Stokes (W/M 21 yrs) of Alexandria, LA. The Honda was east bound on LA Hwy 28 East when Ober veered onto the east bound shoulder and collided with Damarcus Stokes and the vehicle to which he was in close proximity. At the time of the crash, both Stokes men were attempting to change a flat tire on the Chevrolet SUV. During the crash, Otis Stokes was struck by the Chevrolet SUV after the Honda pushed it into him. Ober received moderate injuries and was transported to Cabrini Hospital. Otis Stokes received moderate injuries and was transported to Rapides General Hospital. Damarcus Stokes was transported to Rapides General Hospital where he was pronounced dead. Routine toxicology tests are pending. The crash remains under investigation. Troop E Troopers have investigated 19 fatal crashes for the year of 2009, resulting in 21 fatalities. Eleven of the 15 fatal crashes (passenger vehicles only) have involved unrestrained motorists/occupants. Two crashes have involved a motorcycle and two have involved a pedestrian.
