TROOP E NEWS RELEASE November 9, 2013 Unrestrained Texas Man Killed in Sabine Parish Crash Sabine Parish – Earlier today, a single vehicle crash killed a man from Joaquin, TX. He was not wearing his seatbelt and was ejected during the crash. Troopers responded to the crash around 8:50 a.m., which occurred on LA Hwy 174, east of US Hwy 171, between Converse and Pleasant Hill. The crash involved a 2004 Chevrolet pickup, driven by Charles Edward Panell (W/M 34 yrs). The Chevrolet was eastbound on LA Hwy 174 when Panell lost control and exited the right side of the roadway. After exiting the roadway, the vehicle collided with a culvert before overturning. Panell was pronounced dead. Routine toxicology tests are pending. The crash remains under investigation. Louisiana State Police would like to take this opportunity to remind/inform motorists that properly wearing your seatbelt will dramatically reduce your chance of being injured or killed in a crash. We ask you to take one second to “buckle up!” Troop E Troopers have investigated 42 fatal crashes in 2013, resulting in 44 fatalities.
