Oberlin Man Arrested for Distribution of Child Pornography

On November 28, 2012, investigators assigned to the Louisiana State Police Bureau of Investigations, Allen Parish Sheriff’s Office, and U.S. Homeland Security Investigations conducted a search warrant at the residence of 23-year-old James Horce Deculus, Jr., of Oberlin in Allen Parish. The warrant was the result of an Operation Child Watch investigation initiated by State Police detectives involving the possession, manufacture, and distribution of child pornography by Deculus.

An examination of computer related evidence at the residence confirmed that Deculus was downloading and distributing child pornography images via the Internet.

Deculus was arrested for pornography involving juveniles (LRS 14:81.1) and booked into the Allen Parish Jail. The investigation is continuing.

If convicted, Deculus faces up to a $50,000 fine and from five to twenty years in prison without benefit of parole, probation, or suspension of sentence. In addition, personal property used in the commission of the offense is subject to seizure and public sale or auction by the district attorney.

The mission of Operation Child Watch is to rescue children from the potential abuse of child predators by targeting those individuals with sexually explicit images and/or videos on their computers. The Louisiana State Police, in cooperation with other law enforcement agencies, will continue our efforts to help ensure the safety of children.
